Adhyāya 33: Antarvedī-Samāgama, Arghya-Nirṇaya, and Śiśupāla’s Objection
ततस्त्वाज्ञापयामास पाण्डवो5रिनिबर्हण: । सहदेवं युधां श्रेष्ठ मन्त्रिणश्वैव सर्वश:,उस समय शशत्रुओंका संहार करनेवाले पाण्डुकुमारने योद्धाओंमें श्रेष्ठ सहदेव तथा सम्पूर्ण मन्त्रियोंको आज्ञा दी
tatastvājñāpayāmāsa pāṇḍavo 'rinibarhaṇaḥ | sahadevaṃ yudhāṃ śreṣṭhaṃ mantriṇaś caiva sarvaśaḥ ||
Then the Pāṇḍava, famed as a crusher of enemies, issued his orders—summoning Sahadeva, foremost among warriors, and all the ministers as well.
वैशम्पायन उवाच
Effective and ethical rulership proceeds through clear command supported by counsel: the leader consults ministers and entrusts tasks to the most capable, aligning power with responsibility and deliberation.
Vaiśampāyana narrates that a Pāṇḍava prince issues instructions, calling upon Sahadeva—praised as foremost among warriors—and also summoning all the ministers, indicating an organized decision-making moment before action.
