Vaiśampāyana said: At Keśava’s command, the royal attendants there made a public proclamation: “O best of men (O foremost among the Yādavas), you must undertake a pilgrimage to the sea; you are to set out for the sacred coastal tīrtha.”
वैशम्पायन उवाच
The verse frames a religious duty (tīrthayātrā) as an obligation issued under divine authority (Keśava’s command), highlighting how dharmic acts can also serve a larger, fated moral order beyond human calculation.
Royal attendants, acting on Kṛṣṇa’s instruction, publicly announce that the people addressed (implicitly the Yādavas) must go on a pilgrimage to the sea—an announcement that leads toward the gathering at the coastal sacred region associated with the coming catastrophe at Prabhāsa.
