By Your very nature You are ever engaged in the unfolding and ordering of the world—its spontaneous arising and its structured creation. You are the sovereign of all desires, the highest Lord. You are the source from which immortality is obtained, the embodiment of truth and real being, the liberated Self, and the giver of victory.

Educational Q&A

The verse teaches that the Supreme Lord is both immanent in worldly processes (the natural and ordered creation) and transcendent as truth and liberation; therefore, victory and immortality are ultimately grounded in alignment with that divine reality rather than mere human power.

Bhishma, speaking in the Bhishma Parva context, offers a hymn-like praise to the Supreme Lord, attributing cosmic functions (creation and sustenance) and spiritual qualities (truth, liberation) to him, and acknowledging him as the ultimate giver of victory amid the war setting.
