Only those perfected ones—of fierce austerity, steadfast in noble vows, and devoted to truth—behold Him there. For the Great Lord (Maheśvara) cannot be seen by people of corrupt conduct.

Divine vision is presented as ethically conditioned: truthfulness, disciplined vows, and austerity purify the seeker, whereas immoral conduct (durvṛtta) blocks the possibility of beholding Maheśvara.
Sañjaya describes who is capable of seeing Maheśvara: only realized ascetics and vow-keepers devoted to truth can behold Him, while the wicked cannot attain such a vision.
