Brahmā’s Instruction on Elements and Faculties

Vāyu said: “The one who, having established the mind within the lotus of the heart, strives through inner meditation to behold the Self within, becomes all-knowing with regard to all beings; and within the inner organ (the heart-mind) he directly experiences the supreme reality of the Paramātman.”
वायुदेव उवाच
By turning the mind inward and meditating on the Self within the heart, one realizes the Ātman and thereby gains a universal, all-beings-inclusive knowledge—an experiential recognition of the Paramātman within the inner consciousness.
Vāyudeva is speaking and instructing that true omniscience is not mere information but arises from yogic inwardness: establishing the mind in the heart-lotus, seeking direct self-vision through meditation, and thereby experiencing the supreme reality within.
