संस्कारेणोर्ध्वमायान्ति यतमाना: सलोकताम् | स्वर्गे गच्छन्ति देवानामित्येषा वैदिकी श्रुति:,जो विपरीत योनियोंको प्राप्त प्राणी हैं, उनके पापकर्मोंका भोग पूरा हो जानेपर) जब पूर्वकृत पुण्य-कर्मोंका उदय होता है, तब वे शुभकर्मोंके संस्कारोंके प्रभावसे स्वकर्मनिष्ठ कल्याणकामी ब्राह्मणोंकी समानताको प्राप्त होते हैं अर्थात् उनके कुलमें उत्पन्न होते हैं और वहाँ पुनः यत्नशील होकर ऊपर उठते हैं एवं देवताओंके स्वर्गलोकमें चले जाते हैं--यह वेदकी श्रुति है
saṃskāreṇordhvam āyānti yatamānāḥ salokatām | svarge gacchanti devānām ity eṣā vaidikī śrutiḥ |
Vāyu said: “Through the force of wholesome impressions (saṃskāras), striving beings rise upward and attain the same world (as the righteous). They go to the heaven of the gods—this is the Vedic teaching.”
वायुदेव उवाच
Moral causality is not finalistic: after the results of sinful actions are exhausted, earlier merit and virtuous saṃskāras can reassert themselves. With renewed effort, a being can rise to higher births and ultimately attain the gods’ heaven; this is presented as Vedic śruti.
Vāyu is instructing the listener about the post-mortem trajectory of beings: striving souls, supported by wholesome saṃskāras, ascend to higher realms and reach Svarga. The surrounding explanation clarifies how even those in adverse births can return to virtuous lineages and progress upward again.
