Vāyu said: “Let a devoted person recite this hymn with sustained effort, always in the presence of Rudra (Śiva). If the devotee maintains this observance for one full year, he attains the desired fruit.”
वायुदेव उवाच
Steady, disciplined devotion—reciting a hymn with sincere effort, consistently and reverently (especially near the deity)—is presented as a dharmic practice that yields the devotee’s desired result (īpsita-phala).
Vāyu is instructing the listener about the efficacy of a specific stotra to Rudra/Śiva: if a bhakta recites it regularly in Śiva’s presence for a full year, the promised fruit is attained.
