By his very grace, devotion arises in human beings. Through that devotion, with minds made wholly Bhagavata—absorbed in the Lord—they attain the highest perfection.
वायुदेव उवाच
The verse teaches that true devotion is not merely self-produced; it arises through divine grace, and such grace-born, single-minded devotion leads to the highest spiritual perfection.
Vāyudeva is explaining a spiritual principle: the deity’s favor awakens unwavering devotion in people, and those whose minds become wholly oriented toward the Lord attain the supreme goal.
