प्रजापतिकृतानेताललोकान् दिव्येन तेजसा । वसन्ति सर्वलोकेषु प्रयता: सर्वकर्मसु
prajāpatikṛtān etāl lokān divyena tejasā | vasanti sarvalokeṣu prayatāḥ sarvakarmasu ||
Bhishma said: “In all those worlds fashioned by Prajāpati, these beings dwell by virtue of their divine radiance; and, disciplined and pure in intent, they observe and oversee the actions of all in every sphere.”
भीष्म उवाच
That the cosmos is morally structured: higher luminous beings, established in purity and discipline, remain present across realms and keep watch over actions, implying accountability and the sustaining of dharma through vigilant oversight.
Bhīṣma continues his instruction by describing the worlds created by Prajāpati and stating that divine, radiant beings dwell throughout them, attentively observing the deeds of all—framing ethical conduct within a supervised cosmic order.
