Śatarudrīya-prabhāva and Rudra’s Supremacy (शतरुद्रीयप्रभावः)

Nārada said: He who is the fearlessness of all beings, the protector of devotees, and whose banner bears the bull—Lord Śiva—wore a tiger-skin as his garment, while a lion-skin served him as an upper wrap. A serpent formed his sacred thread, adorning his neck. Red armlets embellished him; his moustache was black, and a mass of matted locks crowned his head. Terrible in form, Rudra struck fear into the hearts of those who are hostile to the gods; yet for devotees and for all creatures he is the remover of fear. The passage presents a moral contrast: the same divine power that chastises impiety becomes refuge and assurance for the faithful and the innocent.
