रुद्रेण पवमानेन त्वरिताख्येन मन्त्रवित् तरत्समन्दीवर्गाद्यैस् तथा शान्तिद्वयेन च
rudreṇa pavamānena tvaritākhyena mantravit taratsamandīvargādyais tathā śāntidvayena ca
The knower of mantras should promptly perform the pacificatory rite for Rudra using the Pavamāna and the Tvarita (swift-acting) formulas, along with the Taratsamandī group and related mantras, and also by employing the twofold Śānti—thus bringing appeasement and protection.

It prescribes specific purifying and pacifying mantras (Pavamāna, Tvarita, and Śānti) to stabilize a Linga-rite, remove obstacles, and align the worshipper (pashu) with Rudra as Pati.
Shiva is invoked as Rudra—the sovereign Pati who both purifies and pacifies—showing that liberation requires His grace expressed through mantra that loosens pasha (bondage) and restores inner śānti.
