jagāma naimiṣaṃ dhīmān praṇāmārthaṃ tapasvinām tasmai sāma ca pūjāṃ ca yathāvaccakrire tadā
The wise one went to Naimiṣa, seeking to bow in reverence to the ascetic sages; and then, in due and proper form, they offered him courteous greetings and performed worship in accordance with sacred rule.

It establishes the puranic standard of approaching sacred teaching through humility and proper puja—outer ritual correctness (yathāvat) supporting inner Shaiva orientation toward Pati (Shiva).
Indirectly: by honoring the tapasvins who preserve Shaiva revelation, the verse points to Shiva-tattva as accessed through disciplined tradition—where the Pashu (soul) approaches the path by reverence and right conduct.
Praṇāma (prostration) and yathāvat-pūjā (rule-based worship) are highlighted as preparatory disciplines—ethical and devotional foundations that support Pashupata-oriented sadhana.
