कालविच्छोत्रियो राजा नदी साधुश्च पञ्चमः / एते यत्र न विद्यन्ते तत्र वासं न कारयेत्
kālavicchotriyo rājā nadī sādhuśca pañcamaḥ / ete yatra na vidyante tatra vāsaṃ na kārayet
A time-knowing astrologer, a learned brāhmaṇa, a king of good governance, a river, and—fifth—a saintly sādhū: where these are not found, one should not establish residence.

The verse frames a dharmic checklist for stable life: right counsel on time (kāla-vit), Vedic learning (śrotriya), protection and order (rājā), sustaining resources (nadī), and moral-spiritual guidance (sādhu). Without them, life becomes insecure and spiritually unsteady.
Although the Garuda Purana is famous for afterlife themes, it also teaches practical dharma. Here it emphasizes choosing an environment that supports righteous living—through learning, ethical leadership, resources, and saintly association.
Live where there is access to wise guidance (teachers/elders), ethical civic order, reliable resources (water and livelihood), and good company—especially people who encourage integrity and self-discipline.
