Arthashastra — Yogavritta, Sutra 27

नित्यमुख्याः स्युरनेकमुख्याश्च ॥ कZ_०५.३.२७ ॥

nityamukhyāḥ syur anekamukhyāś ca

They should have permanent chiefs, and also multiple chiefs (as required).
