nityamukhyāḥ syur anekamukhyāś ca
They should have permanent chiefs, and also multiple chiefs (as required).
Permanent chiefs ensure continuity and accountability; multiple chiefs provide redundancy, specialization, and coverage so work does not halt due to absence, overload, or local failure.
