जनपदमूला दुर्गकोशदण्डसेतुवार्त्तारम्भाः ॥ कZ_०८.१.२९ ॥

Transliteration

janapadamūlā durgakośadaṇḍasetuvārttārambhāḥ

Translation

Fortifications, the treasury, coercive power (punishment/army), irrigation works (dams/canals), economic activity, and all undertakings are rooted in the countryside (janapada).
