जानपदास्त्वमित्रसाधारणाः इति ॥ कZ_०८.१.२७ ॥
Transliteration
jānapadās tv amitra-sādhāraṇāḥ iti.
Translation
But the rural inhabitants are common to (i.e., easily shared with or swayed by) the enemy.
