दुर्गे हि कोशदण्डोत्पत्तिरापदि स्थानं च जनपदस्य ॥ कZ_०८.१.२५ ॥

Transliteration

durge hi kośa-daṇḍa-utpattir āpadi sthānaṃ ca janapadasya.

Translation

For in the fort arise the treasury and coercive power; and in calamity it is the place of refuge for the countryside.
