जनपददुर्गव्यसनयोर्दुर्गव्यसनमिति पाराशराः ॥ कZ_०८.१.२४ ॥

Transliteration

janapada-durga-vyasanayor durga-vyasanam iti pārāśarāḥ.

Translation

Between calamity of the countryside and calamity of the fort, calamity of the fort is graver—so say the Pārāśaras.
