Sutra 61

एवमश्रुतशास्त्रार्थो न मन्त्रं श्रोतुमर्हति ॥ कZ_०१.१५.६१च्द् ॥

evam aśrutaśāstrārtho na mantraṃ śrotum arhati

Likewise, one who has not learned the meaning of the treatises is not fit to hear the state counsel (mantra).
