दूष्यामित्राटविकानुभयोरुपगृह्णीयात् ॥ कZ_०७.२.१९ ॥
dūṣyāmitrāṭavikān ubhayor upagṛhṇīyāt
He should win over both: the corruptible enemy elements and the forest tribes.
Both can be mobilized as indirect instruments—one from within the adversary’s polity, the other from the periphery—for pressure and disruption.
