Sutra 43

स बुद्धिनिगलैर्बद्धैरिष्टं क्रीडति पार्थिवैः ॥ कZ_०७.१८.४३च्द् ॥

sa buddhinigalairbaddhairiṣṭaṃ krīḍati pārthivaiḥ

—he, having bound other kings with fetters of intellect, plays them to achieve what he desires.
