स्वभूम्यवस्थितप्रकृतिसंधिमुपघातमपसृतेषु वा सर्वमनुज्ञातः कुर्वीत ॥ कZ_०७.१५.२३ ॥
svabhūmy-avasthita-prakṛti-saṃdhiṃ upaghātaṃ apasṛteṣu vā sarvam anujñātaḥ kurvīta
If permitted, he should undertake any measure—either to disrupt the enemy’s alliance and internal supports located within his own territory, or (when they have moved away) to strike them wherever they are.
To authorize broad countermeasures—especially disruptive actions against enemy alliances and their supporting networks—prioritizing operations within one’s own territory but extending outward if targets relocate.
An alliance anchored in the enemy’s state-elements (officials/people/resources) that can be weakened by targeting those supports, not merely the treaty text.
