भिन्नमनुष्या भोग्या भवति अनुपजाप्या चान्येषामनापत्सहा तु ॥ कZ_०७.११.१९ ॥
bhinna-manuṣyā bhogyā bhavati anupajāpyā ca anyeṣām an-āpat-sahā tu
A territory with a mixed population becomes easier to administer for revenue extraction and is less susceptible to being suborned by others; a guild-population, however, can withstand pressure and crises.
Mixed populations are harder to mobilize as a single coordinated unit; guild blocs can coordinate and resist, making them robust but also politically difficult.
That the territory yields predictable compliance—taxes, labor, supplies—under routine administration.
