धान्यमूला हि दुर्गादीनां कर्मणामारम्भाः ॥ कZ_०७.११.११ ॥

dhānyamūlā hi durgādīnāṃ karmaṇām ārambhāḥ

The initiation of fortification and related works is rooted in grain (i.e., a grain base).
