For goldsmiths: if they purchase silver or gold from a suspicious/tainted source (“unclean hand”) without declaring it—when the metal is of standard appearance—the fine is twelve paṇas; if it is of abnormal appearance, twenty-four paṇas; if obtained from a thief’s hand, forty-eight paṇas.
Source-verification and mandatory reporting: they must disclose suspicious provenance, and face escalating fines when the source or irregularity indicates higher criminal risk.
