Sutra 23

उदपात्राण्यपि निष्किंचना विभजेरनित्याचार्याः ॥ कZ_०३.५.२३ ॥

udapātrāṇy api niṣkiṃcanā vibhajer anityācāryāḥ

Even water-vessels should be partitioned among those who own nothing (ascetics); those of unstable discipline (wandering/irregular ascetics) are to be treated as subject to such division.
