Sutra 2

ततः परं कर्तुः कारयितुश्च पूर्वः साहसदण्डः श्रोतृऋणामेकैकं प्रत्यर्धदण्डः ॥ कZ_०३.११.०२ ॥

tataḥ paraṃ kartuḥ kārayituś ca pūrvaḥ sāhasadaṇḍaḥ śrotṛṛṇām ekaikaṃ pratyardhadaṇḍaḥ

Beyond that (permitted rate), the one who commits (the excess) and the one who causes it to be done are liable to the first (lowest-grade) sāhasa fine; and for each witness-debtor involved, an additional half-fine is imposed.
