रक्षिणामवार्यं वारयतां वार्यं चावारयतां क्षणद्विगुणो दण्डः ॥ कZ_०२.३६.४० ॥

Transliteration

rakṣiṇām avāryaṃ vārayatāṃ vāryaṃ cāvārayatāṃ kṣaṇadviguṇo daṇḍaḥ.

Translation

For guards: restraining what ought not to be restrained, and failing to restrain what ought to be restrained—there is a penalty doubled for each ‘moment’/instance (kṣaṇa-dviguṇa).
