Householders may be permitted, for their domestic functions, to prepare vāriṣṭa (a fermented drink) or another preparation, for the purpose of white liquor and medicinal use.
A limited exemption model: private production is tolerated only under defined purposes (rites/medicine), implying the state distinguishes controlled domestic need from commercial manufacture.
To prevent a blanket exemption: ‘medicine’ becomes a legally narrow justification, reducing abuse while permitting legitimate therapeutic fermentation.
