तत्र पुरुषप्रकृतीनां बहुलमनुरक्तं वा तीक्ष्णलुब्धवर्जम् द्रव्यप्रकृतीनां सारं महोपकारं वा ॥ कZ_०९.७.४९ ॥
tatra puruṣa-prakṛtīnāṃ bahulam anuraktaṃ vā tīkṣṇa-lubdha-varjam, dravya-prakṛtīnāṃ sāraṃ mahopakāraṃ vā.
In that context, regarding the human factors (personnel and population), he should secure what is abundant or what is loyal—excluding the cruel and the greedy; regarding material factors (resources), he should secure what is substantial in essence or what yields great strategic benefit.
Prefer abundant or loyal manpower, but exclude those characterized by cruelty and greed (high internal risk).
Take what is ‘sāra’ (substantial/core) or what produces ‘mahopakāra’ (high strategic payoff).
