मुख्येषु त्वेषां दाण्डकर्मिकवच्चेष्टेत ॥ कZ_०९.६.०५ ॥
Transliteration
mukhyeṣu tv eṣāṃ dāṇḍakarmikavad ceṣṭeta
Translation
Instead, he should proceed against their leaders, acting as one who administers punishment (with focused penal action).
