परस्पराद्वा भेदयेदेनानसौ चासौ च वो राजन्येवमुपजपति इति भेदः ॥ कZ_०९.५.२८ ॥
parasparād vā bhedayed enān asau cāsau ca vo rājann evam upajapati iti bhedaḥ
Or he should split them from one another by insinuating: “So-and-so and so-and-so, sir, speak about you to the king in this manner.” This is ‘bheda’ (creating division).
A deliberate wedge strategy: attribute hostile talk to specific members so mutual trust erodes and collective action becomes harder.
If overused, it can normalize distrust and destabilize governance networks; it must be targeted and intelligence-backed.
