Sutra 20

तस्माद्बाह्येषूपजपत्सु भेददण्डौ प्रयुञ्जीत ॥ कZ_०९.५.२० ॥

tasmād bāhyeṣu upajapatsu bhedadaṇḍau prayuñjīta

Therefore, when outsiders are engaged in instigation, one should employ division and punishment.
