mārgaśīrṣīṃ taiṣīṃ cāntareṇa dīrghakālāṃ yātrāṃ yāyāt, caitrīṃ vaiśākhīṃ cāntareṇa madhyamakālāṃ, jyeṣṭhāmūlīyām āṣāḍhīṃ cāntareṇa hrasvakālām; upoṣiṣyan vyasane caturthīm
A long-duration expedition should be undertaken between Mārgaśīrṣa and Taiṣa; a medium-duration one between Caitra and Vaiśākha; a short-duration one between Jyeṣṭhāmūlīya and Āṣāḍha. In times of distress, he should observe ‘the fourth’ (austerity/fasting discipline).
He assigns long/medium/short expeditions to specific seasonal intervals to control supply risk, mobility, and agricultural impacts.
In crisis, the ruler adopts austerity and restraint—signaling discipline, conserving resources, and enforcing frugality across the administration.
