परस्परसाधका हि शक्तिदेशकालाः ॥ कZ_०९.१.३३ ॥

Transliteration

parasparasādhakā hi śakti-deśa-kālāḥ

Translation

For power (resources), place (terrain), and time (season) mutually enable one another (and must be assessed together).
