adyaprabhṛti cānena yaḥ saṃbaṃdhaṃ kariṣyati | so'pi bāhyastu sarveṣāṃ nāgarāṇāṃ bhaviṣyati

Dharma is protected not only by punishing wrongdoing but also by discouraging complicity; association with adharma carries communal consequences.
