Type: kund
Scene: Tilottamā, radiant apsaras, stands within a verdant sacred precinct, palms joined, addressing Devī; a nascent water-spot/kuṇḍa is indicated as the future tīrtha, while celestial light suggests divine approval and impending renown.
Blessings should be converted into lokahita (public good): establishing a tīrtha turns personal grace into a lasting benefit for the world.
A tīrtha to be founded by Tilottamā in this kṣetra; its identity and observances are clarified in the subsequent verses of the māhātmya.
Tīrtha-pratiṣṭhā is implied: the founding/establishment of a sacred bathing place within a kṣetra.
