Scene: Bṛhaspati, calm and authoritative, instructs Indra to complete the vow swiftly; Indra, armed yet reverent, bows—then turns toward the battlefield under a twilight sky.
Even royal duty (war) should be preceded by dharmic preparation—vow, worship, and divine alignment.
The teaching occurs within the Kedārakhaṇḍa narrative frame; the verse itself stresses conduct rather than a particular tīrtha.
Indra is urged to complete the prescribed vrata swiftly before undertaking the battle.
