It affirms that sincere, constant Śiva-bhakti and dedicated Śiva-arcana become effective channels of grace—where the Lord’s ordinance operates through His devotees to fulfill what is auspiciously desired.
“Śivārcana” commonly implies tangible ritual worship—often of the Śiva-liṅga as Saguna Śiva—through which devotion is stabilized and divine grace is invoked, culminating in the bestowal of fitting fruits.
Daily Śiva-arcana (pujā) with steady bhakti is implied—such as offering water, bilva leaves, and mantra-japa (notably the Pañcākṣarī, “Om Namaḥ Śivāya”) as a consistent discipline to align with Śiva’s grace.
