It teaches that devotion to Śiva is strengthened by order, purity, and steadiness: outer ritual discipline (proper preparation of the sacred space and implements) supports inner concentration on Pati (Śiva), leading the bound soul (paśu) toward release from bonds (pāśa).
The verse describes preparatory steps before formal worship—establishing the fire, arranging paridhis, and placing vessels—typical of structured pūjā that culminates in honoring Saguna Śiva (often as the Liṅga) with correct upacāras, making the worship stable and scripturally aligned.
It suggests a methodical pūjā sequence: re-establish the sacred fire (anvādhāna), arrange the paridhis, place the utensils in paired order, and then proceed to Śiva worship—ideally accompanied by steady japa of the Pañcākṣarī mantra (Om Namaḥ Śivāya) to unify ritual action with meditation.
