It teaches that the mūla-mantra, supported by śāstric method (mudrā) and inner concentration, can sanctify and order all levels of embodied life, aligning the soul (paśu) toward Śiva (Pati) and loosening bondage (pāśa).
Even when outer worship of the Liṅga is performed, this verse emphasizes the inner counterpart—manasā-yoga (mental application) guided by śāstra—so the devotee’s ritual becomes living communion with Saguna Śiva and leads toward the realization of His higher, transcendent nature.
A śāstra-guided practice of japa of the mūla-mantra combined with the appropriate mudrā, done with steady mental placement (nyāsa-like application) across the body and the layers of experience, cultivating one-pointed devotion and yogic discipline.
