This verse praises the Goddess as Śivā-Śakti, the operative power behind all worldly functions through the three guṇas, while remaining worthy of devotion as the auspicious divine Mother—showing that liberation-oriented bhakti in Shaiva tradition honors both Śiva and His Śakti.
Liṅga worship in the Shiva Purana is devotion to Śiva as Pati, and this verse complements it by recognizing Śakti as the dynamic potency through which Śiva’s grace becomes effective in creation and in the devotee’s life—supporting saguna upāsanā that culminates in inner purification.
A practical takeaway is to offer namaskāra and recite Śiva–Śakti praises alongside pañcākṣarī japa ("Om Namaḥ Śivāya"), with a sattvic intention; in temple/home worship this pairs well with liṅga abhiṣeka and simple devotional stotra-recitation.
