The verse highlights the Shaiva principle that sincere devotion (bhakti) has spiritual authority: the Lord is described as bhaktavaśya—accessible to the devotee—so a rightly performed vow becomes inwardly transformative and fulfills divine purpose.
By praising the efficacy of vrata grounded in devotion, the verse supports Saguna Shiva worship—approaching Shiva through personal devotion and disciplined observances (often expressed through Linga-pūjā, mantra, and ritual purity) to align the heart with divine grace.
It suggests disciplined vrata as a bhakti-practice—supported by Shiva-oriented japa (e.g., the Panchakshara “Om Namaḥ Śivāya”) and regular worship—performed correctly (samyak) with steadiness and sincerity.
