It teaches that even the ego-sense, perception (eye), action/support (foot), appearance (form), and transformative power (fire) are not independent realities; they are permeated by Śiva as Aghora-Brahman, encouraging the seeker to see all experience as resting in the Lord.
Linga worship trains the mind to recognize Śiva as the inner ground of all names and forms; this verse supports that vision by declaring that the very faculties and elements through which we perceive the world are pervaded by Aghora-Brahman, the reality signified by the Linga.
During japa of the Pañcākṣarī (Om Namaḥ Śivāya), contemplate that the ego and the senses are suffused by Śiva; offer sight, movement, form-perception, and inner heat (agni) into the Lord as an internal pūjā (antar-yāga).
