O König, lass daraufhin in der ganzen Stadt überall durch Boten auf Elefantenrücken ausrufen, dass Rāma samt seinem Bruder und seinem Heer erschlagen worden sei.
"Thereafter mounted on elephant backs all over the city will make a rakshasa pronounce that Rama accompanied by his brother are killed."
The intent is psychological warfare (Kuta-Yuddha); by spreading false news of Rama's death via royal proclamation, the Rakshasas aimed to boost the morale of Lanka's citizens and demoralize any sympathizers or captives.
In ancient governance, announcements made from 'Gajaskandha' (elephant's back) signified the highest level of official royal decree, ensuring visibility and commanding immediate attention and belief from the public.
