Those who were learned in decision making, ministers, virtuous and knowledgeable ones, those who can visualise things with their intellect, army men, like wise many heroes and important people collected at the royal assembly shining in golden colour to deliberate on matters for a happy conclusion.
Dharma in governance requires ordered assembly and counsel; the verse shows institutional procedure—people take their proper places—though later events test whether counsel aligns with satya.
The rākṣasas gather in the royal court under Rāvaṇa’s summons and arrange themselves formally.
Duty to office and adherence to courtly order (institutional discipline).
