ahaṃ sarvāṇi satvāni daivatānyakhilāni ca | bhujagānāmahaṃ śeṣastārkṣyo'haṃ sarvapakṣiṇām

Sandhi Resolution Notes: दैवतान्यखिलानि = दैवतानि + अखिलानि; भुजगानामहं = भुजगानाम् + अहम्; शेषस्तार्क्ष्योऽहं = शेषः + तार्क्ष्यः + अहम् (ऽ = अ); सर्वपक्षिणाम् is a tatpuruṣa compound (सर्व + पक्षिणाम्).
It teaches divine immanence and supremacy: the one Supreme (here identified as Vishnu) pervades all beings and is the inner reality behind both creatures and the gods.
They are archetypal representatives of their classes—Śeṣa as the foremost serpent and cosmic support, and Garuḍa as the foremost bird and Vishnu’s emblematic carrier—highlighting divine excellence through “best-of” identifications.
Seeing the divine presence throughout creation encourages reverence toward all life and strengthens bhakti by recognizing the Supreme as present in every realm and in the highest exemplars of nature.
