yā devī sarvabhūteṣu cetanety abhidhīyate | namas tasyai namas tasyai namas tasyai namo namaḥ ||

The hymn locates the Goddess not only as a transcendent deity but as the very principle of sentience in every being; reverence for Devī therefore implies reverence for life and awareness wherever it appears.
Primarily within Vaṃśānucarita/Upākhyāna as part of the Devī Māhātmya narrative-hymnic unit (a theological stuti embedded in the purāṇic account), rather than sarga/pratisarga/manvantara proper.
Cetanā here can be read as Śakti functioning as the inner illuminator; the repeated namaskāra rhythm serves as a mantra-like recognition (pratyabhijñā) of the Divine within embodied experience.
