The verse asserts a theological-ethical identity: the highest spiritual reality (Paramātmā) and the eternal moral order (Sanātana Dharma) are not separate; learned Vedic and adhyātma authorities recognize Śrī Kṛṣṇa as the embodiment of that timeless dharma.
Dhaumya, speaking as a trusted priestly guide, invokes the testimony of Veda-knowing Brahmins and spiritual philosophers to establish Kṛṣṇa’s supreme status and to frame dharma as grounded in the divine—strengthening the listeners’ confidence in righteous conduct aligned with Kṛṣṇa.
