वैशम्पायन उवाच
The verse emphasizes disciplined, duty-oriented leadership in times of crisis: allies are organized under a capable commander, reflecting kṣatriya-dharma where readiness and order in command are ethical necessities when war becomes imminent.
As preparations for the great conflict intensify, Dhṛṣṭaketu—recognized as the military leader connected with the Cedi, Kāśi, and Karūṣa regions—is instructed to depart/march, indicating the formal mustering and deployment of forces.
